Well, First Punic War is what was being referenced here, the Second Punic War the Romans mostly dominated the seas.

Explanation: The Roman Republic had not one, but MULTIPLE fleets completely destroyed during the First Punic War with Carthage. Not quitters, those Romans. Eventually they managed to win the war.
Currently relistening to Punic Nightmares, and yeah… The Romans, in modern parlance, had no chill.
Tends to happen when your second, most prominent religion is the cult of Mars.
Could also say “When EVERY god is a god of war (and agriculture)”
