Just exclude Russia? It’s not like they give a damn about their climate commitments anyway
Russia’s like that one kid that attacked another kid, is now having a bad day, and trying to make everyone else’s life miserable for it
The funny part is, if they can not agree on a host Germany is going to host it.
I still miss the funny part.
The rule is that a Eastern European country as defined by the UN should host the COP. However Russia is blocking everybody on the unfriendly country list for Russia. Now they also block the Azeris, who are not even on the list. Not only that they also are a large oil and gas producer. Basically unless they host it in Russia or Belarus, which a lot of countries would block, it ends up with Germany, which Russia also considers an unfriendly country. Not only that you just have to look at EU voting on climate issues to see that the current German government tends to be harder on most climate issues then even the EU members further east.
Basically this is Russia being a dick and getting about the worst deal it possibly could in the matter. The host is a huge part in preparing these events and I can not imaging how Germany would do a worse job then Azerbaijan from Russias perspective.

If countries cannot agree on a host for 2024, the summit will default to Germany under the rules of the U.N. climate body.

I mean, that works. Germany’s gonna have said infrastructure for having a summit, and it sounds like Russia can’t block it from being held in Germany. It’s probably annoying to Azerbaijan from a diplomatic standpoint, but I don’t think that it actually hurts them much, unless they’ve already put money into setting up hosting.
A statement from the prime minister’s office in Armenia said that as a good-will measure to repair relations between the two warring countries, it would release two Azerbaijani soldiers and endorse its bid to host COP29 in exchange for 32 of its own soldiers held by Azerbaijan. Bulgaria prepared to drop its bid. Azerbaijani diplomats were congratulating one another.
I think in terms of a good-will gesture, it probably already worked. Armenia and Azerbaijan said that they were willing to work together. If Russia blocks the actual event, it’s not like it erases that.
Maybe line up some other summit that Russia isn’t in the loop on to happen in Azerbaijan.
