The imperial system has been succesful and remains popular because people do carry around (rough) scales with us most of the time, and because the advantage of being accurate and scalable really isn’t that useful in day to day living. Having a single unit of measure for the length of a aheet of paper and the distance to the nearest city isn’t a significant advantage for most people in most applications. I don’t need to know how many inches are in a mile, because the conversion usually isn’t necessary. The point of the metric system you’ve described has no advantage in most normal use cases, and we use it when it does have an advantage.
