I don’t think that any fallout game Bethesda has been involved with is worth playing. You may enjoy new vegas, and all the other shooters, good for you. I enjoyed pure turn based combat, where my success didn’t rely on my personal abilities to react and aim, but only that of my character.

Have you tried Atom RPG or it’s sequel, Trudograd? Playstyle is based on the original F1&F2.
