You aren’t either in Virginia. The DMV charges a yearly $500 fee for you to keep your license active but……yea.
You don’t need it in AZ too, but you have to post a bond with the state.
I believe most if not all states allow a bond in place of insurance but it’s a huge amount so I bet hardly anyone does it
